Table with speeds for the various road types
The road type is the contents of the v="..." attribute in a <tag... with k="highway". See http://wiki.openstreetmap.org/wiki/Map_Features#Highway.
Note: Road segments with speed 0 km/h are to be excluded from our graph, that is, they should be treated as if they don't exist.
